Researchers at the Energy Research Centre,
Environmental Policy Research Unit (both UCT) and Genesis Analytics
examined various aspects of the economics of climate change mitigation.
Five papers have been published by ERC.
An introductory paper sets the context, and
four economic instruments are considered – domestic GHG emissions
trading, a carbon tax, tradable renewable energy certificates and white
certificate trading. The reports aim to contribute to discussions on the
merits of pricing of carbon in South Africa; which could be a key means
to implementation of the Long Term Mitigation Scenarios (LTMS) options
favoured by the research and stakeholder process.
The papers were presented at events at
the 2009 Climate
Change Summit. National Treasury has also decided to further
consider options for a carbon price implementation. ERC plans to
continue elaborating its research agenda in this important field.
