Climate frameworks beyond 2012
Client: UNEP Riso Centre The principal aim of the Climate Policy Frameworks Beyond 2012 project is to identify and analyse promising ways forward for global climate policy collaboration, focussing on broad global participation on cost-effective GHG emission reductions. In order to capture the main challenges of future climate policy collaboration, the project is structured around three components. The first component provides a global perspective on the architecture of future climate policy collaboration with a main focus on collaboration types, interaction between collaboration types, incentives of different parties to participate, and the achievement of global emission reduction. The second component focuses on how incentives can be created for integrating developing countries in global climate change cooperation including the implementation of GHG emission reduction policies. This component assesses how synergies between national development priorities and global climate change policy goals can be exploited and consider, in partnership with experts from developing countries, how international cooperation can support the implementation of GHG emission reduction projects in these countries. Finally, the third project component synthesises the lessons from the two other components and will initiate a broad discussion between stakeholders from the Nordic countries and key developing and industrialized countries on how climate policy frameworks beyond 2012 can support negotiations on new climate policy targets, and the implementation of GHG emission reduction policies in different parts of the world. In this way, part of the ambition of the project is for the Nordic countries to contribute new insights on essential ‘Beyond 2012’ issues. The project is process-oriented since it aims at identifying promising ways forward for the upcoming climate policy negotiations. The project may be succeeded by new projects on beyond 2012 issues.
