Harald Winkler

Qualifications:

Current research interest:

Climate change (economics, mitigation & policy), energy and environmental economics.

Harald’s main research focus is energy and climate change mitigation, and its links to local sustainable development. His approach is multi-disciplinary, focusing on policy questions using economic tools, social analysis and environmental indicators.  He is also interested in using energy-economy-environment models for the analysis of mitigation options. Significant research has focused on CDM baselines, monitoring and sustainable development indicators. Harald has taught and supervised at post-graduate level since 2000; and he is now an Associate Professor in the University of Cape Town.

Current focus areas include:

  • Post-2012 climate change – architecture of the international negotiations

  • Equity and climate change, including new approaches for developing countries, such as Sustainable Development - - Policies and Measures (SD-PAMs)

  • Sustainable energy paths for South Africa, including specific PAMs

  • Baselines for Clean Development Mechanism (CDM) projects, in particular issues of additionality, baselines, suppressed demand

  • Analysis and monitoring of CDM projects, in particular of economic and local sustainable development aspects

  • Economic analysis of energy efficiency in low-cost housing

  • Analysis of energy-economy-environment interactions

Previous work experience
Before joining EDRC, Harald was an associate with Common Ground Consulting, working on issues of environmental management & policy. Previously he worked as fieldworker with rural communities on land and rural development for the Transvaal Rural Action Committee. He headed the office of the Regional Land Claims Commission for the Eastern Cape and Free State for a year.

Lead author on the Intergovernmental Panel on Climate Change (IPCC) Working Group III for the Fourth Member of the South African delegation to the negotiations under the United Nations Framework Convention on Climate Change. From 2004 onwards
